	The proper way civil defense should be handled is top-down.
The Russians are probably right in putting it as a major branch of
the Defense Ministry.  However, because of political obstacles,
the top down approach has been monumentally unsuccessful.  This
fact has give rise to a bottom-up approach by "survivalists".  This
approach starts with people whose immediate slogan is "I do all I
can to make probable the survival of me and my family, and let
everyone else look out for himself".

	Let the grass roots grow by stages to

	1. survival companies

	2. federations thereof buying a mine

Equity issues must be discussed.  Namely:  How much advantage in
survival should go to people who prepare?
